THE Navy Department established the Naval Aircraft Factory (a) to assure a part, at least, of its aircraft supply; (b) to obtain cost data for the Department's guidance in dealing with private manufacturers, and (c) to have under its own control a factory capable of producing experimental work. The history of this development is given in some detail, including statistics of size, valuations and output.

THE design and construction of airships in the United States was inaugurated by the Navy in 1917, with the B class of sixteen small airships. These were built for training and coast patrol. They were used to train 150 pilots and covered 140,000 miles of patrol without loss of life. The following year the C class of twice the size was brought out and proved very successful. The development of airship construction has progressed rapidly, but because of such a delayed beginning, the United States is still very far behind England and Germany. In particular, the large rigid airships of the Zeppelin type have not yet been attempted here, but their use during the war by the German navy, as scouts over the North Sea, indicates that they are necessary to a modern fleet. A short account is given of the German North Sea air organization, showing the seaplane bases laid out to cooperate with the airships.

EVERY plow in use should have 10 b.-hp. available. Every tractor engine should deliver continuously at least 33 hp. If the 330-cu. in. engine mentioned were as good as a Liberty airplane engine, it could deliver 57 hp. at 1000 r.p.m. The horsepower actually obtained is as follows: 41.5 in the laboratory 33.0 at the factory 29.0 when burning gasoline 23.0 when burning kerosene 21.0 with poor piston-rings 19.0 with poor spark-plugs 9.5 available at the drawbar The great engineering problem of the future lies between the 57 and the 23 hp. From 19 to 9.5 hp. is the manufacturer's problem. The main difficulties, as outlined by the figures given, lie in the combustion chamber and its ability to dissipate the surplus heat, and in the limitations of fuel. There will be no need for refiners to continue to break up the heavier fuels by processes already so successful, if by ingenuity and good understanding of thermodynamics these can be made to burn in present-day engines.

CONDITIONS IN THE AUTOMOTIVE INDUSTRY ABROAD

THE author's observations cover the period immediately following the war when, as a member of a party of representative guests of the British and French governments, he toured England, meeting Government officials and talking on industrial matters; visited Scotland's shipbuilding and coal areas; viewed the battle area, aircraft, automobile and tractor factories in France; and traveled in Italy, later returning to England to inspect factories, conduct investigations and review Government activities. The enormous expansion of the automotive industry factories of the Allied nations is emphasized and their organization and methods briefly described, with running comment on comparative practice in the United States. Factory production methods in England are mentioned, as well as working conditions and welfare work there. Considerable information relating to post-war automobile designs and to motor-truck and tractor practice is given.

The development of the Motor Transport Corps is outlined; the number of motor vehicles for one army at war strength and the number for the proposed peace-strength army with increased motorization are specified and the disposal of surplus motor vehicles is discussed. The problem of keeping uptodate the motor vehicles in service is stated and the cooperation of automotive engineers is requested. The vexatious unsolved problem of spare parts is stressed and solutions are suggested. The question of peace-time training and matters relating to the motor transport reserve are considered in some detail. The motor transport personnel required on a war basis and for a proposed peace army of 509,000 men is enumerated, as well as that of the motor transport reserve corps and the national guard required to bring the proposed peace-time army to war strength.

THE ENGINE-FUEL PROBLEM

The engine-fuel situation has changed almost overnight. Oil-consuming activities have taken on an accelerated expansion and the situation has shifted from excess supply to a position where demand is assuming the lead and is seeking a supply. A gasoline stringency, accompanied presumably by a marked rise in price, is a prospect to be anticipated. The production of gasoline is increasing more rapidly than the production of its raw material, crude petroleum. The available supply of the latter is very limited in view of the size of the demand. As a direct result of the situation, gasoline is changing in character and becoming progressively less volatile. The low thermal efficiency of the prevailing type of automotive apparatus contributes strongly to the demand for gasoline as engine fuel and has a bearing upon the quantity and the price of this specialized fuel.

In a rapid and illuminating sketch of the early work done in electricity and magnetism the subtle and close connection between pure research and so-called industrial research is shown. Building on the work of Faraday, Maxwell and Hertz, Marconi, in our day, had the confidence to do the practical thing. From the Hertz oscillating system he passed to grounded antennas at both sending and receiving stations. From the well-understood tuning of electrical circuits and the coherer of Professor Branly he secured increased efficiency and selectivity. Mr. Edison, following the early work of J. J. Thomson at Cambridge University, England, devised the first practical application of the electron apparatus, the Edison relay. The vacuum tube became in the radio field an amplifier, an oscillator and a modulator, the audion. In addition to these interesting developments are the Poulsen arc, the Alexanderson alternator and other alternators of German design.

HEAVY-FUEL CARBURETER-TYPE ENGINES FOR VEHICLES

Manufacturers of carbureters and ignition devices are called upon to assist in overcoming troubles caused by the inclusion of too many heavy fractions in automobile fuels. So far as completely satisfactory running is concerned, the difficulty of the problem with straight petroleum distillates is caused by the heaviest fraction present in appreciable quantity. The problems are involved in the starting, carburetion, distribution and combustion. An engine is really started only when all its parts have the same temperatures as exist in normal running, and when it accelerates in a normal manner. Two available methods, (a) installing a two-fuel carbureter, using a very volatile fuel to start and warm-up the engine, and (b) heating the engine before cranking by a burner designed to use the heavier fuel, are described and discussed.

The factors included in the commercial airplane problem are the practical use that can be made of airplanes, the volume of business that can be expected, the necessary changes from present military types to make an efficient commercial airplane and what the future holds for this new means of transportation. The requirements for passenger transportation, airmail and general express service, are first discussed in detail, consideration then being given to other possibilities such as aerial photography and map-making, the aerial transportation of mineral ores, sport and miscellaneous usage. Changes in the present equipment of engines and airplanes to make them suitable for commercial use are outlined, and special features of aerial navigation, landing fields and legal questions are mentioned.

The nineteen months preceding Nov. 11, 1918, constituted the most far-reaching educational period in the history of the United States. The war being over, both opportunity and danger are ahead. Automotive manufacturers, engineers and educators have large responsibilities in post-war industrial rehabilitation. A frank discussion of several prime demands is presented. After outlining the achievements of the war period, the lessons thereof are enumerated, special emphasis being placed upon cooperation and teamwork, and the automotive manufacturers urged to give consideration to the permanent and stable establishment of their business and product. Attention is called to the part universities can and should take in practical service, in conducting automotive engineering courses, giving public instruction and furthering good roads development and highways transport.

THE STORY OF THE UNITED STATES STANDARD TRUCK

THE United States was practically unprepared in the field of military motor-transport at the beginning of the war. Due largely to the cooperation of the Society of Automotive Engineers and its members individually, this handicap was overcome and a position stronger in this respect than that of any of the other belligerents was attained. The early efforts and the cooperation between the Society and the various Government departments are described, especially with reference to the Quartermaster Corps which at that time had charge of all motor transportation. Regarding the Class B truck, it is shown that the Society acted as a point of contact between the various members of the industry and the War Department and, although not fostering any program or plan of its own, it was largely responsible for the success of the standardization program conceived and carried out by the Army.

BURNING KEROSENE IN TRACTOR ENGINES

The author states as his object a review of what has been done and what must be done to make tractors successful in operating on low-grade fuels, especially kerosene. He takes up in order the four principal methods in common use of applying heat to vaporize kerosene, pointing out the advantages and disadvantages of each method and of its modifications. The author then cites various experiments with different types of carbureters in burning kerosene, drawing at length upon his own experience in this connection. He cites difficulties with gas distribution, manifold condensation, pistons and spark-plugs and points out that carbureter design is inseparable from considerations of tractor engine and manifold design. That better progress has not been made in the past in developing kerosene-burning tractor engines is stated to be largely owing to the fact that there has not been sufficient cooperation between engine and carbureter manufacturers.

BUILDING SUBMARINE CHASERS BY STANDARDIZED METHODS

The author outlines the history of the 550 submarine chasers built for the British Government between April, 1915, and November, 1916, and attributes the success of the undertaking largely to scientific standardization. He cites some of the early difficulties in obtaining supplies and tells how they were met, and mentions how and why the fabrication was carried out in this country and the assembly made in Canada. The paper concludes with citation of the principal dimensions of the boats, power, speed and cruising radius. In the course of the discussion the author refers further to the power plant and mentions some of the war-time duties of this type of craft.

HEAT-BALANCE TESTS OF AUTOMOBILE ENGINES

The authors outline some of the problems that confront the automobile engineer today, showing how the demand for better performance and economy and the ever-increasing cost of volatile fuels has emphasized the necessity for thorough engineering work in the successful automobile manufacturing plant. Believing that the accurate analysis of the heat distribution in a modern automobile engine will be of great value, the authors describe a comprehensive test, made under their direction, of such an engine. This test includes measurements of the brake horsepower, friction horsepower, fuel consumption and heat losses to jackets, exhaust and cooling air. The engine tested was inclosed in a hood, similar to that used on the car in normal service and an air blast was directed through this hood at speeds approximating those at which the engine would drive a car with a given gear ratio.

The author states that the objects of the paper are to define and trace the development of the various processes of carburetion, and to offer such suggestions along these lines as may assist the investigator in developing motorboats, automobiles and self-contained unit motor cars for railway purposes. The surface carburetor is mentioned chiefly as of historic interest. In considering the jet carbureter the author discusses the proportion of gas desired, the effect of the varying inertia of the air and the liquid gasoline and the breaking up of the combustible needed. Following sections review the devices for using kerosene, such as gasoline jet carbureters to which heat is applied, devices of the fixed gas type, the introduction of combustible directly into the cylinder, forcing combustible directly upon a hot surface in the cylinder and devices which raise the combustible to the boiling point.

The paper opens with a number of quotations from publications issued by the Army War College and showing the bearing of motor transport on a proper military policy for the United States. The author then describes two experimental trips recently made by motor-truck owners near New York in an effort to determine proper motor-transport operating conditions. A statistical summary is given for these two experimental trips. The Army War College has issued in compliance with instructions of the Secretary of War a “Statement of a Proper Military Policy for the United States,” supplemented by a number of pamphlets dealing with particular features of this military policy in considerable detail. In many of these supplementary pamphlets there appears a considerable amount of material bearing upon the subject of motor transport and from them the brief quotations in the following paragraphs are taken.
